You are being tested on a pure-text decision task within a closed rule system.

The building policy is the only valid rule source. Use only information
expressly stated in the building policy and resident scenario. Do not use New
York City waste rules, practices from other buildings, environmental or safety
knowledge, or assumptions derived from an item's name.

Answer this question:

Under the supplied policy, may this resident dispose of the item at the current
time? If yes, state the method, location, required preparation, earliest
permitted time, and any appointment or property-contact requirement. If no,
state why disposal is currently prohibited and the required next action.

If any missing fact could change the final decision, or if the policy does not
cover the situation, the Decision must be exactly `Cannot determine`. Do not
guess or create a disposal route.

Return exactly these nine lines and no additional fields:

Decision: [Dispose now / Cannot dispose now / Cannot determine]
Method: [specific method, Not applicable, or Cannot determine]
Location: [specific location, Not applicable, or Cannot determine]
Required preparation: [complete requirements, Not applicable, or Cannot determine]
Earliest permitted time: [specific date and time, Not applicable, or Cannot determine]
Appointment or property contact: [specific requirement, Not required, or Cannot determine]
Policy basis: [clause IDs and their concise application to this scenario]
Information sufficiency: [Sufficient / Insufficient]
Missing information or policy gap: [specific content, or None]

Building policy:
# Mercer Hall Apartments
## Internal Waste Handling Policy

**Policy version:** 1.0
**Status:** Frozen before model testing on July 30, 2026
**Policy timezone:** America/New_York

This policy applies only to disposal inside Mercer Hall Apartments. The
building operates an independent internal waste-management system. The rules
below are exhaustive: an item, condition, location, or disposal route that is
not expressly covered is not authorized by this policy.

## A. Interpretation and rule priority

### A-01. Exclusive source

Use only this policy to determine an authorized disposal action inside the
building. New York City rules, practices in other buildings, environmental
guidance, product knowledge, and customary disposal practices do not add to or
change this policy.

### A-02. Facts that may be used

Use only facts expressly stated in the resident scenario. Do not infer an
item's material, contamination status, dimensions, weight, power-cell status,
or ability to be safely separated from the item's name or appearance.

Treat any fact not stated in the scenario as unknown. A fact is material when
different possible values would change the decision, method, location,
preparation requirement, time, or contact requirement under this policy.

### A-03. Rule priority

When more than one rule appears to apply, use this order from highest to lowest
priority:

1. damaged power-cell safety rule S-41;
2. item- or condition-specific rules in Sections C, D, and E;
3. federal-holiday rules;
4. appointment rules;
5. ordinary location schedules and general material rules.

Do not offer a lower-priority route as an additional option when a
higher-priority rule prohibits or replaces it.

### A-04. Time boundaries

All times use the policy timezone.

- The opening minute is included.
- The closing minute is excluded.
- For example, a location open from 08:00 to 20:00 accepts an item at 08:00
  and at 19:59, but not at 20:00.
- "Dispose now" means that the resident may complete the required preparation
  and place the item in its authorized location during the current open
  window.
- "Earliest permitted time" means the first policy-authorized date and time at
  or after the current time, assuming all preparation expressly required by
  the policy is completed.

### A-05. Calendar facts

The resident scenario will expressly state the current date, day of the week,
time, and whether that date is a federal holiday. The scenario will also state
the corresponding facts for any later date needed to identify the next
scheduled opening. Do not obtain or correct calendar facts from an outside
calendar.

### A-06. Information sufficiency

Information is sufficient only when this policy and the resident scenario
together determine one complete and unique outcome.

The Decision must be **`Cannot determine`** when either condition is true:

1. a material scenario fact is unknown; or
2. this policy does not cover the stated item or condition.

When the Decision is `Cannot determine`, identify the specific missing fact or
policy gap. Do not create a disposal route, appointment process, or instruction
to contact building staff unless a clause below expressly provides it for that
condition.

If a higher-priority rule expressly prohibits disposal and supplies a required
next action but does not authorize any future disposal time, that is still one
complete and unique current outcome. In that situation, use `Cannot dispose
now`, mark the information sufficient, and state that no disposal time is
authorized while giving the exact time of the required next action.

## B. Building locations and schedules

### B-10. Refuse Room

- **Location:** basement level B1, room B-102.
- **Hours:** every day, 07:00-22:00.
- **Federal holidays:** open on the same schedule.
- Only items expressly authorized for the Refuse Room may be placed there.

### B-11. Recycling Room

- **Location:** basement level B1, room B-104.
- **Hours:** Monday, Wednesday, and Saturday, 08:00-20:00.
- **Federal holidays:** closed for the entire day.
- A missed federal-holiday opening is not moved to another day.
- The room contains the Green Cardboard Cart, Blue Glass Bin, Gray Metal Bin,
  Orange Plastic Bin, Purple Mixed-Container Crate, and Red Power-Cell Cabinet.

### B-12. Bulk Service Bay

- **Location:** ground floor, east loading area.
- **Normal service windows:** Monday and Wednesday, 18:00-20:00.
- Entry requires a confirmed 30-minute appointment.
- The resident may enter only during the confirmed appointment interval.
- The bay is closed for the entire day on a federal holiday.

If a confirmed appointment falls on a federal holiday, it is automatically
moved to the same 30-minute interval on the next Monday or Wednesday that the
scenario identifies as not being a federal holiday. If more than one scheduled
day is a federal holiday, continue forward to the first non-holiday scheduled
day. The resident does not need to request or reconfirm this automatic move.

### B-13. Management Office

- **Location:** lobby desk.
- **Hours:** Monday through Friday, 09:00-17:00.
- **Federal holidays:** closed.
- The office accepts bulk-item appointment requests under D-31.
- The office is not a general disposal-information channel for items that this
  policy does not cover.

### B-14. Property Safety Desk

- **Contact method:** call building extension 700.
- **Hours:** every day, 08:00-20:00.
- **Federal holidays:** open on the same schedule.
- The Safety Desk may be contacted only when a clause in Section E expressly
  requires it.

## C. Ordinary refuse, cardboard, and containers

### C-20. Listed bagged household refuse

This clause covers only:

- used tissues;
- vacuum-cleaner dust;
- non-reusable cleaning cloths; and
- corrugated cardboard disqualified by C-21 because it is wet or has food or
  oil residue.

The item must be enclosed in a tied, leak-free bag weighing no more than 15
pounds. If the first bag leaks, place it inside a second tied, leak-free bag.
Place the prepared bag in the Black Refuse Bin in the Refuse Room during B-10
hours.

This clause is not a default route for unlisted items.

### C-21. Corrugated cardboard shipping boxes

This clause applies only when the scenario expressly identifies the item as a
corrugated cardboard shipping box.

Before using the Green Cardboard Cart, the box must:

1. be empty;
2. be clean;
3. be dry;
4. have all packing material removed; and
5. be flattened so that no side is longer than 36 inches.

After all five requirements are met, place the box in the Green Cardboard Cart
in the Recycling Room during B-11 hours.

If the box is wet or has food or oil residue, do not use the Green Cardboard
Cart. Prepare and handle it as listed bagged household refuse under C-20.

If cleanliness, dryness, packing-material status, or flattened dimensions are
not stated and different values would change the action, apply A-06.

### C-22. Rigid glass, metal, and plastic containers

This clause applies only when every material in the container and all attached
parts is expressly identified as glass, metal, or plastic.

Before any authorized placement, the container and its parts must be:

1. empty;
2. rinsed so that no visible residue remains; and
3. dry.

For a container made entirely from one material:

- glass goes in the Blue Glass Bin;
- metal goes in the Gray Metal Bin; and
- plastic goes in the Orange Plastic Bin.

For a container with parts made from more than one of these materials:

- If the scenario expressly states that the parts **can be safely separated**,
  separate them and place each prepared part in the bin for its material.
- If the scenario expressly states that the parts **cannot be safely
  separated**, do not separate them; place the complete prepared container in
  the Purple Mixed-Container Crate.
- If the scenario does not state whether the parts can be safely separated and
  separation would change the required placement, apply A-06.

All bins and the Purple Mixed-Container Crate are in the Recycling Room and may
be used only during B-11 hours.

### C-23. Mixed-material objects that are not containers

C-22 does not apply to an object that is not a container.

For a non-container object made from more than one material:

- When the scenario expressly states that the materials can be safely
  separated, a separated part may use another clause only if that clause
  expressly covers that type of part.
- When the scenario expressly states that the materials cannot be safely
  separated, this policy authorizes no general mixed-material route. Another
  item-specific clause must expressly cover the complete object.
- When safe separability is unknown and it would change the available route,
  apply A-06.

## D. Large items and appointments

### D-30. Definition of a large item

An item is large under this policy when at least one condition is expressly
true:

- any assembled dimension is greater than 24 inches; or
- the item weighs more than 20 pounds.

If the scenario does not provide enough dimension or weight information to
determine whether D-30 applies, and large-item status would change the decision,
apply A-06.

### D-31. Requesting a bulk appointment

A large item may enter the Bulk Service Bay only with a confirmed appointment.

- A resident may request an appointment from the Management Office during
  B-13 hours.
- A request, submitted request, pending request, or proposed time is not a
  confirmed appointment.
- The policy does not guarantee the next available appointment time.
- Until the Management Office confirms a specific interval, the earliest
  permitted disposal time cannot be known.

### D-32. Preparing and placing an authorized large item

Before entering the Bulk Service Bay, the resident must:

1. attach a label showing the apartment number;
2. secure all loose parts without removing permanently connected parts; and
3. keep the item inside the apartment until the confirmed appointment interval
   begins.

During the confirmed interval, place the item only in the marked Bulk Holding
Zone inside the Bulk Service Bay. Do not leave it in a hallway, the lobby,
outside the bay, or in the bay before the interval begins.

The federal-holiday movement rule in B-12 applies to an otherwise valid
confirmed appointment.

### D-33. Relationship to other rules

Large-item status does not cancel a higher-priority safety rule. An item covered
by S-41 must not enter the Bulk Service Bay even if it has a confirmed
appointment.

## E. Items with power cells

### E-40. Intact power cells

This clause applies only when the scenario expressly states that a power cell
is intact, with no bulging, cracking, leaking, or unusual heat.

- If the intact power cell is already loose, cover all exposed terminals with
  non-conductive tape and place it in the Red Power-Cell Cabinet in the
  Recycling Room during B-11 hours.
- If the intact power cell is attached to an item and the scenario expressly
  states that it can be safely removed, remove it, cover the exposed terminals
  with non-conductive tape, and place it in the Red Power-Cell Cabinet. The
  remaining item may use another clause only if that clause expressly covers
  it.
- If the intact power cell is permanently attached or cannot be safely
  removed, this policy provides no general route for the complete item unless
  another clause expressly covers that complete item.
- If removability, safe removability, or condition is unknown and different
  values would change the route, apply A-06.

### S-41. Damaged power-cell safety rule

This rule applies when the scenario expressly states that a power cell is
bulging, cracked, leaking, or producing unusual heat.

The resident must:

1. not place the cell or complete item in the Refuse Room, Recycling Room, or
   Bulk Service Bay;
2. not remove, separate, tape, or otherwise manipulate the power cell;
3. leave the complete item in its current indoor location; and
4. call the Property Safety Desk under B-14.

If the Safety Desk is currently closed, leave the item untouched in its current
indoor location and call at 08:00 on the next day.

S-41 overrides all material, container, large-item, appointment, location, and
ordinary schedule rules. A confirmed bulk appointment does not authorize
movement or disposal of an item covered by S-41.

## F. Unlisted items and policy gaps

### F-90. No default disposal route

The categories and routes in this policy are exhaustive. Similarity to a listed
item does not authorize the same route.

If the item, complete material combination, condition, or required action is
not expressly covered:

- do not assign the item to the Refuse Room, Recycling Room, Bulk Service Bay,
  Management Office, or Property Safety Desk;
- do not apply an outside rule or common practice; and
- apply A-06 and identify the exact policy gap.

Resident scenario:
The resident has one rigid food-storage container consisting only of a glass body and a metal lid, with no other attached parts. The body and lid can be safely separated. Both parts are empty, have been rinsed so that no visible residue remains, and are dry. The assembled container measures 10 by 6 by 4 inches and weighs 2 pounds. It contains no power cell. The current date and time are Saturday, August 1, 2026, at 10:15. That date is not a federal holiday.
